The 3 day combined seminars are designed to benefit both beginners and experienced company personnel. "Focusing on Export Compliance and Enforcement" provides extensive and in-depth information to inform, enhance and update the knowledge of individuals engaging in or entering export activities. Investigations and prosecutions for export violations are on the rise and penalties have significantly increased, often to multi-million dollar levels. Jacobson is a Partner and Chair of the International Trade Compliance Practice of the law firm of Strasburger & Price, LLP. Based in Washington, DC, Mr. Jacobson is an accomplished international trade attorney with a wide-range of experience in export administration and foreign transactions controls, customs law and enforcement, antidumping and countervailing duty proceedings, and legislative policy and regulatory matters affecting international trade. Doug regularly counsels U.S. companies and their foreign subsidiaries on complying with the U.S. and multilateral regimes governing the export of dual-use items, software, technology, defense articles and humanitarian products. Michael D. Turner, a partner with the consulting firm of MK Technology LLC, is a national security and law enforcement expert with 27 years experience with the U.S. Government. He served as Director of the Commerce Department's Office of Export Enforcement, Special Agent in Charge of Immigration and Customs Enforcement in San Diego and Phoenix, Director of Strategic Investigations with the U.S. Customs Service and Senior Law Enforcement Advisor to the Under Secretary of the Treasury. Mike helped lead efforts to formulate new policies and procedures related to export trade to China, deemed exports, the conduct of export and trade fraud investigations, training for investigators and prosecutors and the assessment of civil penalties for export and customs offenses. Since his retirement from Federal service, he has remained active with U.S. export community as an export compliance and enforcement consultant Focusing on the ITAR |  | Rose Biancaniello. Since her retirement from the U.S. Government, Rose Biancaniello has remained active with the U.S. defense industry and government as a defense regulatory specialist. Her expertise spans a government career of 38 years, with 35 years in the Department of State, Office of Defense Trade Controls. For over 10 years, she was directly responsible for the management and supervision of the licensing and related support staff responsible for export licensing determinations. During her career she interacted extensively with foreign governments on export matters dealing with licensing and compliance. Ms. Biancaniello also served as the Department’s expert in development and interpretation of the International Traffic in Arms Regulations (ITAR), the foundation for implementing the law (Arms Export Control Act) that governs the export of defense articles and defense services. |  | Michael T. Dixon is a national security expert and defense export controls consultant with 35 years of experience at the State Department as a Foreign Service Officer and Civil Servant. During his 16-year tenure in U.S. Government activity related to defense trade, Mr. Dixon served as Managing Director of the State Department’s Directorate of Defense Trade Controls (DDTC) and other senior management positions, as well as the Executive Secretary of the Department’s Defense Trade Advisory Group. In DDTC, Mr. Dixon provided senior managerial, policy and operational oversight, with a particular focus on IT development, export compliance/enforcement related activities, and enhancement of business process rules and professional standards. | | | |
