Trade Regulatory Requirements and Practices
The
Office of Foreign Assets Control (OFAC) issued the release of the quarterly
TSRA report -- Quarterly Report of Licensing Activities pursuant to Section 906(b)
of the Trade Sanctions Reform and Export Enhancement Act of 2000 (“TSRA”), covering
activities undertaken by the Treasury Department's Office of Foreign Assets Control
("OFAC") under Section 906(a)(1) of the TSRA from
July through September 2007. Under the procedures
established in its TSRA-related regulations, OFAC processes license applications
requesting authorization to export agricultural commodities, medicine, and medical
devices to
Iran
and
Sudan
under the one-year specific licensing regime set forth in Section 906 of the TSRA.
The
Customs and Border Protection (CBP) issued a final rule, that adopts, without
change, interim amendments to title 19 of the Code of Federal Regulations which
were published in the Federal Register on June 27, 2007, as CBP Dec. 07-50 to implement
the preferential tariff treatment and other customs- related provisions of the United
States-Jordan Free Trade Agreement signed by the
United
States
and the Hashemite Kingdom of Jordan. Final rule effective April 30, 2008.
The
Alcohol and Tobacco Tax and Trade Bureau (TTB) is adopting as a final rule,
with some clarifying changes and editorial corrections, the temporary regulations
set forth in T.D. ATF-444. These
temporary regulations eliminated the onsite preshipment inspection of, and the requirement
to complete several ATF forms for, shipments to the
United States
of tobacco products and cigarette papers and tubes manufactured in
Puerto Rico
. Effective Date: March 31, 2008.
INTERNATIONAL NEWS:
NATO Offers Membership to Two of Three Balkan Candidates -- NATO formally offered
membership to two of the three Balkan nations President Bush had strongly advocated
for acceptance.
Albania
and
Croatia
were accepted by the 26 other NATO members to begin the accession process.
Greece
blocked
Macedonia
, the third Balkan nation under consideration, from receiving an invitation to join.
Greece
objects to the nation using the name
Macedonia
, saying it implies claims on a Greek province of the same name.
DENIED PARTIES SCREENING UPDATE:

Privileges affected: In accordance with
the DOS, Foreign Operations, and Related Programs Appropriations Act, 2008 (Div.
J, Pub. L. 110-161), the DOS is amending the International Traffic in Arms Regulations
(ITAR) regarding Sri Lanka, to make it United States policy to deny licenses and
other approvals to export or otherwise transfer defense articles and defense services
to Sri Lanka except, on a case-by-case basis, for technical data or equipment made
available for the limited purposes of maritime and air surveillance and communications.
(FR 15409 Dated 03/24/2008). In accordance with DOS, Foreign Operations, and Related
Programs Appropriations Act, 2008, effective December 26, 2007, it is the policy
of the
United
States
to deny applications for licenses and other approvals to export or otherwise transfer
defense articles and services to
