Sonia Boveja - Chairperson & Co-founder
Sonia remains a driving force at OCR, which she helped create more than two decades ago. Her unique
blend of methodical organization and inspired thinking are both key to OCR becoming the number one provider
of software and related services for International trade, supply chain compliance and homeland security.
Sonia helped OCR achieve a level of success that allows clients to receive the maximum value and return
on their investment. As chairperson, she continues to advocate for the optimization of compliance resources
and services.
Before founding OCR, Ms. Boveja was a business executive and holds a Bachelor of Science degree from
the University of Maryland.
William A. Root
After an impressive 33-year career at the Department of State, Bill became an Export Control Consultant
in 1983. He guides the development of OCR licensing software and export license screening tasks that
come naturally to a man of such accomplishment. Bill advises the Industry Coalition on Technology Transfer
and is also the primary author of the Defense Trade Controls Handbook. Among his many areas of expertise,
he served as a member of the Regulations and Procedures Technical Advisory Committee (and its predecessor)
for 27 years. At DOS, his stints covered Management and Budget, General Economics, and service as a
Director in Export Controls, with responsibilities including COCOM matters and scientific and technical
cooperation with the USSR.
A veteran of the U.S. Navy, Bill received his AB in Math and Physics from Colorado College, a Certificate
from the Columbia Russian Institute, and his MIA from the Columbia School of International Affairs.
Rose Biancaniello
Rose retired from the U.S. Government after 38 years dedicated primarily to the Department of State,
Office of Defense Trade Controls. Today, she remains active with both the U.S. defense industry and
government as a Defense Regulatory Specialist. Her extensive credentials include managing the licensing
and related support staff responsible for export licensing determinations. She interacted extensively
with foreign governments on export matters dealing with licensing and compliance. Rose also served as
the Department’s expert in development and interpretation of the International Traffic in Arms Regulations
(ITAR), the foundation for implementing the Arms Export Control Act that governs the export of defense
articles and services.

Michael T. Dixon
Michael is a national security expert and defense export controls consultant with 35 years of experience
at the State Department as a Foreign Service Officer and Civil Servant. During his 16-year tenure in
U.S. Government, Mr. Dixon’s positions included Executive Secretary of the State Department’s Defense
Trade Advisory Group. In 2003 he became Managing Director of the Department’s Directorate of Defense
Trade Controls (DDTC). In DDTC, Mr. Dixon provided senior managerial, policy and operational oversight,
focusing on IT development, export compliance/enforcement, business process rules and professional standards.
Michael received his Bachelors Degree from the School of International Service at American University
and his Law degree from the Fletcher School of Law and Diplomacy at Tufts University. He is the recipient
of multiple Department of State Superior and Meritorious Honor Awards. He was a Senior Fellow of the
Council for Excellence in Government program and a graduate of the Foreign Affairs Leadership Seminar.
